Net Objectives

  • Run a good orderly net, pass traffic efficiently
  • Test all frequencies
  • Activate NET tail message, deactivate NET Tail message
    • Both Repeaters transitioning the net
    • Both simplex frequencies for Admin.
  • Utilize digital as much as possible, where accuracy counts
  • Operate separate tactical and local NTS net if gets really busy, make sure to liaison.
  • Transition NCS as appropriate.
  • At end of the net do a repeater failure go to simplex

Take a roll call, using relay stations if necessary, then bring back up net on original repeater to close.

Net-Preamble

This is [your callsign], net control for the . A directed net is now called. All communications will be carried out at the direction of the net control. Your backup net control is [BNC callsign].

Net Purpose

Welcome to the 2006 Simulated Emergency Test, this net is a test of ARES Communications plans and infrastructrure all over the state. Net control wishes to thank the lakeshore repeater association, and K9RI for the use of these fine machines. This net supports Communcations, tactical, and formal messaging traffic thruout the excersize.

Utilize and experiment with different communications modes. Originate and copy formal messages. Not to do cause a panic, please include “Simulated Emergency Test” or Simulation in your messages timecompression and instant transfers from locations are more than allowable.

The Goals for the event are:

  • HAVE FUN, be creative in messaging, this is designed loosely so operators and paricipants can interact.
  • Test the effectiveness of hospital/ public health agency ham radio activation plans.
  • Test the effectiveness of the statewide communications structure.
  • Encourage each district and county to design and execute a local scenario within the scope of the statewide SET.
  • Pass the maximum number of messages using standard message formats.

  • Maximize participation by ARES/RACES communicators.
  • Activate a ham radio station in at least one hospital or public health office in each county with an ARES organization.
  • Activate as many Emergency Operations Center (EOC) stations as possible.(1)
  • Activate all county nets and assign a liaison station to their respective district nets.
  • Activate all district nets, coordinate county nets in the district, and assign liaison stations to the state nets.
  • Activate ARES/RACES HF net and coordinate the district nets.
  • Activate the Badger Emergency Net and move traffic to and from the National Traffic System (NTS).
  • Operate as many stations as possible on emergency power, not mandatory
  • Use as many modes as possible (HF, VHF and UHF phone, Winlink 2000, ATV, PacTOR, PSK63, etc.)
  • Encourage served agencies such as American Red Cross and Racine County Emergency Management to participate by passing message traffic.
  • Encourage media coverage by sending press releases to local print and broadcast outlets. (repeat as nessessary during net to refresh memories).
  • Test Hospital Activation plan.

The Scenario: Bioterrorist Attack

Terrorists have launched a biological attack. As a result, hospitals throughout the state have put their amateur radio activation plans into effect. While hospitals have treated some victims, officials fear that numbers of victims may soon dramatically escalate. Ham radio operators are being asked to set up their stations and prepare to handle messages relating to this attack.


Since this is a bioterrorist attack, commercial power and communications resources are available, although landline and commercial wireless systems are operating beyond capacity resulting in delays in getting dial tones and wireless phone connections. Wherever possible, participating stations should operate on emergency power, but emergency power is not required to participate in the SET


Check-Ins

I will now take check -ins for the net.

When checking into the net, please listen first to avoid doubling and then state your call sign. If you have traffic state the word traffic,, followed by your capability.

For example check in

N9RGX TRAFFIC HF, Winlink, VHF, UHF.

Net control will log your capbilitiy, and make SET Tactical assignment for you when your check-in is acknologed.

Should your station be called by net control, please respond with your TACTICAL CALL. Please Identify per FCC requirements.

Stations that wish to participate, but aren't rigged for actual operation can check in and state they are going to report to the unafiliated volunteer reception center for assignment. They will be logged and secured at that location. You can always jump in later.

This is a valid way of participating, and you did send a message to the net, as a tactical).

Stations are encouraged to particpate, as much as they wish, in many modes availible.

Please co-ordinate with NCS, to see if there is traffic you can handle.

Also note you can stop by the Volunteer Center of Racine, and helping out. We have several things here to try, and many functions you can help out with.

If you have traffic, call net control.

Example

NET CONTROL, eoc1 TRAFFIC 1 EMERGENCY, 2 ROUTINE THRU.

The term thru means your desination is not accessible to this local net, and has to pass thru a liason.


For ALL emergencies, use standard pro word BREAK followed by tactical CALL, NCS will handle your emergency.

Once checked in, please remain on frequency listening attentively, until the net control secures your station. Should you need to leave before the net has concluded, call net control with the word CHECKOUT followed by your callsign and wait until net control has secured your station.

In case of a repeater malfunction, all stations are to report to 146.460 MHz simplex.

AS

Stand-by for any stations that have an immediate need to the repeater. Handle any emergencies appropriately.

Are there any stations with formal written traffic for the net? Please call [Net control].

AS

Stand-by for any stations with formal traffic. Get the destination of the traffic when acknowledging those who checked in. If there is formal traffic listed on the net, you may want to notify the net of that traffic and find out who can pick it up. Log all the stations that check into the net. Also, break in during check-ins to give yourself a break and acknowledge those who have checked in.

I will now take general tactical check-ins for the net. Stations participating in the event please respond when net control calls your station. Please take care to avoid doubling.

Digital Protocol

If you sending large amounts of data it might be good to send a quick voice message to the recipient if you can Same as voice protocols for event: Follow RCARES_Winlink_digital_net_procedures for winlink messaging.

KB9MMC-5 is the state co-ordinator, send a message to kb9mmc-5@winlink.org to checkin and also n9rgx@winlink.org, to checkin on local level. Both would like to know your capability same as you have on voice. Also if you have HF or access to someone with HF please state that.

Please CC kb9mma@winlink.org on all messages. This serves as a log for traffic and the Local NCS can make sure it was routed correctly.

You can always send a message to n9rgx@winlink.org and he can route it accordingly. If you are participating and don't currently have a winlink connection, don't worrry, you can still communicate with winlink via email

Winlink liason has to send you a winlink message so you can communicate. Then you can send messages to him via normal email. It is usually best best to have this setup ahead of time, but can be done.

Closing the Net
