Homeland Security Presidential Directive 8: National Preparedness
This directive mandates that all emergency response agencies reuire their responders to be trained in Incident Command System ICS, National Incident Management System NIMS, and be familiar with the National Preparedness Goal. This includes members of volunteer organizations such as The American Red Cross, and Voluntary Organizations Active in Disasters members as well as members of ARES.
