Homeland Security Presidential Directive 5: The Management of Domestic Incidents

This directive mandates that all 'first responders' be trained in Incident Command System ICS, National Incident Management System NIMS, and be familiar with the National Preparedness Goal. This includes members of volunteer organizations such as The American Red Cross, and Voluntary Organizations Active in Disasters members as well as members of ARES.
